Basically these are the recommended standard sizes to use on twitter. You can use the minimum sizes, but whenever possible, if you can use larger sizes it is better. When using larger sizes always keep the correct aspect ratio.
As twitter is widely used on mobile devices and computers, it is even more recommended to use larger sizes when possible. But maintaining the aspect ratio is certainly the most important, as this way the images will not be cut. For example, if you post a photo with a slightly larger ratio than 1:1, it will automatically be cropped to fit that aspect ratio.
